RFID Mandatory: New Rules for Luzon Expressway Travel
As of March 15, 2025, the Philippine expressway system has fully implemented the "No Valid ETC Device, No Entry" policy across all Luzon toll roads. This significant change affects millions of motorists and represents the final push toward completely cashless toll collection.
What the New Policy Means
Starting March 15, 2025, regular expressway users must have a valid RFID device to enter toll roads. Vehicles without RFID will:
- Receive violation stickers upon entry
- Face ₱1,000 fines for non-compliance
- Experience delays at toll booths
- Be subject to a three-strike policy for repeat violations

Cash Lanes Still Available
Despite the mandatory RFID policy, cash lanes remain available for:
- Non-regular users and tourists
- Emergency situations
- Vehicles with temporary RFID issues
However, cash lanes may have longer queues and are being phased down gradually.

The Toll Regulatory Board is working on a unified RFID wallet system targeted for October 2025, which will allow seamless payments across all expressway networks with a single account balance.
